Questionable Usefulness

"Retention" seems like a waste of a perk. With a bit of planning, skills can be maxed out at 100 fairly early on.

Start with Intelligence 8, buy Dr.Usanagi's Intelligence Implant, take "Intense Training - Intelligence" at level 2, "Educated" at Level 6 instead. This adds extra skills points at level up.

This Perk COULD have been tweaked a bit to make it more attractive, such as: - adding a temporary "double boost" on using a skill book that fades over time - adding at least one extra permanent point for distribution on level up

Magazines that skills used when in conversations or when a UI is open (such as PIP-Boy or Crafting) have a limited use, since time is not passing while you are in that screen. However, if you are getting into a heated combat, having 3 minutes of a +10 (or +20 with comprehension) to a skill such as Survival, Medicine, or the Critical hit from police stories can be quite beneficial.
