Tanner Holbrook was the Majority Whip of the pre-War West Virginia State Government and the post-War Charleston Emergency Government.

Background

Prior to the Great War, Tanner Holbrook served as whip to the party that held a majority of seats in the state government. He was once pranked by a tech services employee named Tom to have his robotic secretary beep at random intervals. Unfortunately for Tom, Holbrook found no humor in the joke and called security.

Immediately after the Great War, Holbrook wrote to Governor Evans, askeing that if still in Charleston, he have the decency to turn over Executive Authority before fleeing. With the governor and Majority Leader Fortrey missing, he attempted to lead the Charleston Emergency Government, but was ultimately superseded by Speaker of the House Abigale Poole.

Holbrook also had a difficult relationship with the First Responders, who he viewed as only barely loyal to the council. For example, he asked them to clear Wade Airport, though they refused. Later in 2077, he decided to work with the former governor's secretary and advisor Maggie Jessup to fund personal scouts so he would know more about post-War Appalachia. She advised him to seek out Tom. Little did Holbrook know, Tom was married to Abigale Poole's cousin, and would leak Holbrook's plans to her.

He and his scouts later went out to check on the Hornwright and Garrahan Estates but got no response from either of them. On the way back, he and his group were ambushed by highwaymen, though they backed off because Holbrook's group outnumbered them. His scouts also brought back the head of a super mutant at some point, informing him of the dangers of Huntersville.

The following June, Holbrook's scouts Fleischer and Baker reached the Savage Divide and informed him of the "massacre" there after the harsh winter of 2077-78, seeing the former rich tourists resort to murder and cannibalism to survive. Because of this report, Holbrook tried to refuse most supply donations to these groups.

In 2079, his scouts Chandler and Baker returned to report that the Free States had left their bunkers, the Mire was severely mutated, and the Brotherhood of Steel was protecting Thunder Mountain Power Plant. Later in December 2082, Holbrook more or less forced Poole to "donate" supplies to the Brotherhood.

In December 2082, Abigale Poole decided to throw a Christmas party in Charleston to raise everyone's spirits. Holbrook opposed such a party on the grounds publicly that it was a waste of supplies, though privately it was because he and his cronies were hording food to use to bribe voters for the spring election. After being confronted by Poole, Holbrook eventually accepted having the party, though threatened a full audit in case anyone tried to get double extra rations from the celebrations.
