Caesar is the leader and co-founder of Caesar's Legion, an autocratic, ultra-reactionary, utilitarian slaver society based on that of the old Roman Empire. Early in his life, he received an education from the Followers of the Apocalypse and eventually became a scribe in the same, specializing in anthropology and linguistics. He left for the Grand Canyon in a nine person expedition, sent east to study tribal languages. Along the way, they met New Canaanite missionary Joshua Graham, who was a specialist in tribal dialects. Not long after arriving in the Grand Canyon, all ten men were captured by the Blackfoot tribe and held for ransom. At the time, the tribe was pitched in a losing war against seven other tribes in the area. Unwilling to be destroyed along with them, he chose to use his knowledge to train the Blackfoot tribe in the art of warfare after witnessing their ineptitude, despite protests from his colleagues. He quickly impressed the Blackfoot enough that he was made their leader, taking the name "Caesar" in the style of the Dictator of the Roman Republic and discarded his birth name, Edward Sallow. By 2281, he conquered the tribes of Arizona and New Mexico and much of Utah and Colorado, becoming known as the "Conqueror of the 86 Tribes." The only defeat his Legion suffered was at the First Battle of Hoover Dam.
