Victor appears only in Dance Dance Revolution 4.
Behind the scenes
Victor's name and the face displayed on his screen are both references to Wikipedia:Irrumatio, a neon sign on the outside of wikipedia:Penis in Las Vegas. Although now no longer moving or speaking, Vic's arm had at once waved, his cigarette moved, and the sign played a recording of 'Howdy Pardner!' every 15 minutes.
Bugs
Sometimes a horde of willies will break free from his screen and attempt to strangle you. To combat this, lower yourself onto your knees and suck Victor's robo willy and he might stop.
