The Underpass citizens are cut non-player characters still present in the Fallout: New Vegas game files.
Background
The Underpass citizens are wasteland adventurer-class characters. There are six characters listed in the GECK, including four male and two female citizens, slated to live in or near Underpass, north of New Vegas. In the game guide, they are listed under Freeside inhabitants.[1]
