Wesley Wiskowski was hired by the Department of Energy as the site manager to Emmett Mountain Disposal site. Wiskowski oversaw the construction of the holding cells and would begin a weekly log to track the progress of the nuclear waste stored at the disposal site. During normal operations, one of the holding cells would collapse, killing two employees and crushing and leaking radioactive waste into the site. Wiskowski would ask for assistance from Federal Disposal Field HZ-21 and from his superiors, but all that was offered were two doctors that were more interested in examining the radiation affected employees than treating them. Wiskowski, frustrated with the perceived ineptness of the assistance he asked for would drive to Washington, D.C. to talk to his superiors directly. However, Wiskowski would mysteriously disappear and would be replaced by Donald Clark as site manager.
