Calm rebel faction is a side quest in Fallout.

Quick walkthrough

1. Upon entering Vault 13 talk to any citizen who is upset.
2. Discover the time, and place of the rebel faction's meeting.
3. Convince Theresa to stay in the Vault.

Detailed walkthrough

On Level 2 of Vault 13, talk to any of the upset vault citizens. Mention that the quest is not going well. The citizen will then mention that there is a movement to leave the vault. They will then tell the Vault Dweller that the faction's meeting's take place at 17:00 in Theresa's room.

Theresa can be confronted at any time. Convincing her to remain in the Vault 13 requires an Intelligence of 6 and a Speech check and there is only one chance to do so, so saving beforehand is recommended.

Notes

• Within 100 days the rebel faction will indeed disappear from the Vault, but only if Theresa isn't convinced to stay there.
