Refugees are NCR citizens living in the Mojave Wasteland in 2281.
Background
As NCR citizens, refugees can be found in areas of NCR control, such as Bitter Springs and Aerotech Office Park. They say things regarding the NCR and recent world events. Refugee children complain about hunger or ask the Courier if they have seen their parents.
