Betters is a soldier of the New California Republic Army stationed in the Mojave Wasteland in 2281.
Background
Existing only in dialogue files,[1] he appears to have been another survivor of the Caesar's Legion attack, and would have persuaded the Courier to help save his squadmates. There is no non-player character for him in the game.
