Cheif Hanlon states that the majority Veteran Rangers are out in Baja under orders from the President, and are "chasing ghosts". There is absolutely no other reference anywhere in the game (at least to my knowledge) that gives any insight into who those "ghosts" are/were or how it all ended up going down. Hanlon could not be more vague, either. Now, who would you suspect those "ghosts" would be? Of course, any guesses at all would be pure speculation, but seeing as how there are so many links and connections and reappearances in Fallout games (especially in New Vegas, with the likes of Marcus, Doctor Henry, Daisy Whitman, and so on), do you think these "ghosts" are actually implied to be a character or faction? Maybe from the previous Fallout games? Or are they maybe just nothing at all? Whatever or whoever they may be, Hanlon knows what these "ghosts" are. He deems these ghosts to be just ghosts, and not worth the Veteran Rangers' time.
If you had to speculate, who might these ghosts be? I was just curious, and this reference always made me wonder.
- I always interpreted it as someone digging up Hanlon's report about that massive raider army he concocted to get the Rattletail settlers to evacuate the settlement, going "WHY DIDN'T ANYONE DO ANYTHING ABOUT THIS" and getting soldiers and Rangers sent down to Baja to find where this army came from and verify whether it's still a threat.
