I havn't beat FO3 yet because I think the end choice you make is a big one (with the water). I can't find any information that confirms or denies that little details will be brought up and alter (slightly) parts of the NV game (like it did in Mass Effect series).
I know your items/level/skills won't be transfered because of a lvl 30 cap, and starting at lvl 30/30 would just be dum : )

Since the story won't be related at all to FO3, I doubt it. But, since the two are so similar as far as mechanics go, someone will probably make a mod for that. They made a Crysis suit, for chrissakes... Nuka Kulcha 19:01, April 14, 2010 (UTC)
I think they may make a random encounter with your former self prehaps. Prehaps in the burning remains of a vertibird. With a note written in your charecters style based on alignment and choises, and with a body/ chest with some of the best items in. And if you open it the enclave will pop out andd fight you.
