Handcuffs are a junk item in Fallout 4.
Characteristics
Two variable sized locking steel rings connected by a central chain. They were commonly used by pre-war police departments to aid in the apprehension and arrest of criminals. They cannot be equipped, and have no uses apart from being scrapped or sold.

- Nine at Med-Tek Research.
