It can be acquired by pickpocketing it from Head Scribe Taggart in the Brotherhood of Steel Hidden Valley bunker. It can also be looted from his corpse.

The head scribe's keycard is one of the three keycards required to start the self-destruct sequence during For the Republic, Part 2, Render Unto Caesar, The House Always Wins or Wild Card: Side Bets.

Using any of the three keycards in Veronica Santangelo's presence will cause her to leave the Courier's party.
