Well, let's see... Deathclaws appear to be mutated Jackson's Chameleons, the horned variety. There are a lot of similarities still present, but an even greater number of differences. The mutation factor is quite high. This species is highly intelligent, about the equivalent of an eight-year-old, with some individuals reaching human normal level. Joseph is a herbalist who serves as the doctor for the residents of Vault 13, namely the deathclaws, in Fallout 2.

Background

A short man with a penchant for herbalism and natural remedies,[1] Joseph has joined the little community at Vault 13 after a run-in with the deathclaws in the desert. One night, a voice spoke to him in the darkness, asking him whether he would be dedicated enough to medicine to heal someone considered an enemy by many. He said yes, expecting a raider, but instead, he was asked to treat a wounded deathclaw. When he realized he could not treat the creature on site, he was blindfolded and taken to Vault 13, where he has been living ever since.[2]

Joseph is not a prisoner, however. He can leave the Vault whenever he wants and often does so to retrieve supplies and gather herbs. He once left the Vault for a week, staying in another town, as an experiment to see if the deathclaws were following him. When he returned, the sincere warm welcome and Gruthar thanking him in private for his return convinced him to stay permanently.[3]

He uses the time spent in the Vault to gather knowledge about the deathclaws. He has identified them as a mutated variant of Jackson's Chameleons, with a well-developed intelligence, learning ability on par with humans, and even capability of speaking in a manner similar to a parrot. He has also learned that their developed sense of morality and ethics instilled by Gruthar make them safe for humanity.
