The corpse of this unidentified individual is found in the half-destroyed building across from Mick & Ralph's in the west-southwestern corner.
Sarah Weintraub claims this man bought Euclid's C-Finder and describes him as "a man with a strange metal collar." After the purchase, he asked Sarah if she knew of any place he could stay that was free and, more importantly, had concrete walls that could block out airwaves. She suggested he go to the building in Freeside that ended up being his final resting place.
Although this corpse is tied to the quest I Could Make You Care, it can be found at any point during the game.
