Vinnie is the leader of the Skulz, a Junktown gang, around 2161. He and his gang are having headquarters in a large room at the back of the Crash House in Junktown.
Background
Vinnie is a man with a bad attitude and a tattoo. A young and ruthless person, he tries to sound tough and is quite mean. The only people Vinnie respects are ruthless and violent people, like himself. Vinnie has a deal with Killian Darkwater - the Skulz don't bother Killian, and he doesn't bother them as long as they keep it low-key.

Quests
- Steal Neal's Urn & Bust the Skulz: If the Vault Dweller wants to join the Skulz, Vinnie initiates the test - steal Neal's wife's ashes. This can either be reported to the captain of the guard, or carried out in order to gain entry into the gang. If the former is chosen, Lars will bring a few policemen, and bring justice to him.
- Kill Neal: After taking Neal's urn, Vinnie will ask the Vault Dweller to join in killing Neal.
