The one-eyed slaver was one of two slavers (together with Bob) who captured the Puppet Man.
Background
The Puppet Man managed to break free and, with help from his homicidal Vault Boy puppet, attacked both of the slavers, and while Bob was brutally murdered, the one-eyed slaver escaped the onslaught and ran to the nearest slaver camp to warn the others. However, it was too late - the Puppet Man had trailed him to the camp, and slaughtered everyone there in a gory fashion.[1]

The one-eyed slaver appears only in the Fallout 3 webcomic One Man, and a Crate of Puppets.
