Raul was an employee at the World of Refreshment in Nuka-World before the Great War.
Background
The World of Refreshment utilized a buddy system for employees of the attraction. Raul was paired with Casey, who abandoned protocol to search for Janie in Boston after the bombs dropped. Casey apologized to Raul for leaving him behind and wished him good luck in a note written before departing.[1]
