Rough guards are mercenaries hired by Decker in 2161.[1]
Background
There are four rough guards in a house immediately to the Vault Dweller's right when they enter Old Town. These guards protect a house where Decker, the local crime boss, has Jonathan, a Brotherhood of Steel initiate, held hostage.

Quests
Rescue Initiate from the Hub: To reach Jonathan, the rough guards need to be killed.
Other interactions
All four rough guards will become hostile upon seeing the Vault Dweller, and will immediately enter combat, regardless of the their current standing with Decker. Defeating all four guards will allow the Vault Dweller to rescue the initiate they were guarding, in order to complete a quest for the Brotherhood of Steel.
Killing the rough guards and freeing the initiate will not affect Decker's disposition towards the Vault Dweller, despite their association with him.

Behind the scenes
The quote "Have you ever danced with the devil in the pale moonlight?" is a reference to the Joker saying it to Batman in the 1989 Batman movie Batman, just before he shoots him in his Wayne mansion.
