How about figuring out how to open it in a more concise fashion - Is it part of Arcade Gannon's questline, ED-E's questline, or others?

Location

It's northwest of Foxtrot, though more west than north. Maybe half the length of a square on the minimap grid, as seen on the 360. It seems to be locked until you progress with Gannon.

Power armor

says that there's armor in the bunker. can this be looted or taken? or do you have to do arcade's quest?

Safe Lockers

Are the lockers inside the Remnant Bunker safe to store things?

Well place a 10mm Pistol (or similar thing) and wait a few days. See the results. Personally, I like the look of the bunker - if it only weren'tinhabited by the Remnants...
