The tunnel workers are two miners employed by Bobbi No-Nose in Goodneighbor around 2287.

Background

These employees are tasked with excavating a tunnel through the Boston underground so that Bobbi can break into Mayor McDonough's strongroom in Diamond City, as part of a heist called the Big Dig. In reality, the workers are only serving to further Bobbi's vendetta against John Hancock, the mayor of Goodneighbor, and Bobbi's actual target is the ghoul's personal warehouse, which is a pre-War NH&M Freight Depot.

When the Sole Survivor arrives, they can overhear the workers speaking to one another about whether or not Bobbi will actually pay them this week. Mirelurks appear and scare away the workers, causing them to flee before wishing the Sole Survivor good luck. It is possible for one or both of the workers to be killed by the mirelurks.

If they survive, they will not have any unique dialogue options and will wander around the end of the tunnel. Bobbi will compliment the Sole Survivor, thanking them for not running away like the workers, and will admit she was cheap and this was the result.

Behind the scenes

The tunnel workers can say "Bobbi can take this job and shove it," a reference to the 1977 country song "Take This Job and Shove It."[1]
