Rattray or just Ratt is a bedraggled, hunchbacked, crippled assistant of Doc Johnson in Redding.
Background
He is not very intelligent, and it seems he eats bugs that he catches much to the dismay of the doctor. He appears that he is another jet addict, as seen in his inventory.
