The Vault 8 overseer was the sole overseer of Vault 8.

Background[]

In 2091, 14 years after the Great War, the vault received the all-clear signal and the overseer ordered the opening of the Vault.[1] The "all-clear" signal was sent by the Enclave.[Non-game 1]

With the help of a Garden of Eden Creation Kit, the former inhabitants of the vault constructed Vault City.[Non-game 2][Non-game 3] In 2101, the overseer retired and a Council of Citizens was established. The council appointed the initial first citizen, a new administerial role that superseded the overseer in the vault dwellers' new society.[2]

The retired overseer was elevated to the role of a hero for the nascent city-state, lionized as a great man and a flawless leader. His teachings and wisdom were subsequently integrated into much of Vault City curriculum, and remained as such as late as 2241.[3]
