An overseer was the leader of a Vault-Tec vault. The overseers were often aware of the Vaults being an experiment and helped coordinate it. The overseer served many purposes from mayor to (in some vaults) a sort of god.
According to the letter from Dr. Braun, in the Vault 101 Overseer terminal, if the overseer disclosed the contents of the sealed orders or deviated from the experiment, it can be grounds for termination of employment from Vault-Tec. The overseers receive their sealed orders from Dr. Braun, the terminal from Vault 101 contains an article about the GECK, which is described as the most advanced device known to science. Due to "cost concerns" not all vaults will be equipped with a GECK.
